Purbaya Sets Safeguard Import Duty on Cotton Yarn

Indonesia’s Ministry of Finance, led by Minister Purbaya Yudhi Sadewa, signed Ministerial Regulation No. 67 of 2025 on a safeguard import duty for cotton‑yarn imports. The regulation takes effect ten days after its publication on 20 October 2025.
The measure aims to protect the domestic cotton‑yarn industry, which has suffered serious losses from a surge in imports. As a WTO member, Indonesia may apply safeguard measures to prevent adverse effects on local producers.
An additional duty of Rp7,500 per kilogram in the first year, decreasing to Rp7,388 and Rp7,277 in the second and third years, will be levied on top of existing tariffs. The duty applies to all countries except 120 developing WTO members that qualify for origin‑certificate exemptions.
