PP No.43/2025 Sets Who May Prepare Financial Statements

The Indonesian government issued Government Regulation No.43/2025 on 25 October 2025. The regulation harmonises and tightens rules on the preparation and submission of financial statements. It applies to all reporting entities required to file financial reports.
Regulation 43/2025 categorises eligible preparers into two groups. The first group includes employees or individuals who possess the required competence and integrity, demonstrated by formal education, accounting certifications, or a registered accountant certificate as stipulated in Article 5(3). The second group consists of practicing accountants or public accountants who hold professional licences issued by the Ministry of Finance or are registered with the relevant authority.
By setting clear competence criteria and licensing requirements, the regulation aims to improve the quality and integrity of financial reporting. Companies and businesses must ensure their preparers meet these standards, while supervisory agencies gain clearer verification of report authenticity. The rule is expected to enhance financial transparency across both public and private sectors.
