New PMK 68/2025 Imposes 25% Export Tax on Pine Resin

Indonesia’s Ministry of Finance issued Ministerial Regulation (PMK) No.68/2025 on 15 October 2025. The regulation took effect on 22 October 2025. It adds a 25 % export tax on pine resin.
PMK 68/2025 replaces PMK 38/2024 and classifies pine resin under tariff heading ex 1301.90.90. Export tax rates for cocoa beans are reduced: from 5 % to 2.5 % for prices US$2,000‑2,750 per ton, from 10 % to 5 % for US$2,750‑3,500 per ton, and from 15 % to 7.5 % for prices above US$3,500 per ton. The regulation also adds two palm‑oil products—palm oil mill effluent oil and high‑acid palm oil residue—as taxable items.
The new tax raises costs for pine‑resin exporters. Lower cocoa‑bean export taxes may improve competitiveness for coffee producers. Including the two palm‑oil products expands the government’s export tax base.
