Malang City Uses Compost as New Revenue

The Environmental Agency (DLH) of Malang City, East Java, began collecting a levy from the sale of compost produced from organic waste at the Supit Urang landfill starting August 2025. The compost price is set at Rp700 per kilogram and Rp4,500 per 5‑kilogram plastic bag.

The levy is authorized by Regional Regulation No. 1 of 2025 on Regional Taxes and Levies. The revenue target for compost sales is Rp15 million, and by 16 October the realized amount reached Rp9.32 million, representing 62 % of the target.

This new income stream strengthens the city’s budget for waste management and environmental programs. Compost use also improves soil fertility and lowers reliance on chemical fertilizers. Malang’s approach may serve as a model for other municipalities seeking to monetize organic waste.
