Kretek Producers in Madura Face Delays Registering NPPBKC

Finance Minister Purbaya Yudhi Sadewa received a report on 25 October 2025 that small kretek producers in Madura, East Java, are struggling to obtain an NPPBKC licence. The complaint was filed through the ‘Lapor Pak Purbaya’ service.
The NPPBKC licence authorises entities to operate as excise‑tax traders, including manufacturers, importers and retailers. The Madura UMKM said the registration process has taken more than a year, citing incomplete administrative documents. Minister Purbaya instructed Director General of Customs Djaka Budhi Utama to deploy staff to assist the businesses during the paperwork stage.
Purbaya noted that smoother registration could generate additional excise revenue. Customs officials pledged assistance to bring the producers into the formal system. Meanwhile, the chair of DPR Commission XI argued that current regulations hinder new producers and push them toward integrated tobacco‑industry zones.
