Jakarta UMKM Retribution Discounts and New 2025 Rates
October 20, 2025 • Ben Asmadeus

The Regional Revenue Agency (Bapenda) of DKI Jakarta announced a reduction in regional retribution fees for micro, small and medium enterprises (UMKM) and a waiver of 2024 administrative penalties. The measure, effective from 10 July 2025, is based on Governor Decree No 521/2025 and applies to businesses operating in temporary or built‑up locations owned by the province.
Fee reductions differ by business type and premises size, reaching up to eighty‑six percent for micro‑scale ornamental‑plant stalls of 40 m². For instance, enterprises with up to 6 m² pay Rp150,000 per month, half of the previous rate, while larger areas receive proportionally larger discounts. The new rates are calculated automatically by the Online Retribution System and appear in the 2025 Regional Retribution Determination Letter.
Lower operating costs are expected to improve UMKM competitiveness and support Jakarta’s regional economic growth. Operators only need to monitor the determination letter to confirm the applied rate, as no separate application is required. The policy reflects the provincial government’s effort to lessen fiscal pressure on the micro‑enterprise sector.
