Industry Ministry: Plain packaging may disrupt tobacco sector

The Ministry of Industry said the proposal to standardise cigarette packs as plain packaging could disrupt the national tobacco sector. The comment was made by Acting Director General of Agro Industry, Putu Juli Ardika, during a public meeting at Menara Kadin on 26 October 2025.

Plain packaging is stipulated in Government Regulation No. 28/2024, which implements Health Law No. 17/2023.

The ministry stresses that Indonesia cannot simply adopt foreign regulations that lack a domestic tobacco industry. The measure could hurt local manufacturers and weaken their competitiveness in the domestic market.
