Government Sets New Service Fee for Cocoa Bean Exports

Finance Minister Purbaya Yudhi Sadewa issued Ministerial Regulation No. 69/2025 on 15 October 2025. The rule replaces PMK 30/2025 and sets service fees for the Plantation Fund Management Agency on cocoa bean and palm oil exports.
The service fee is compensation for services provided by the public service agency. It applies to three parties: plantation businesses that export commodities, downstream industries using plantation raw materials, and exporters. Fee schedules for palm oil are in Annex A, while cocoa bean rates are in Annex C.
The regulation becomes effective on 22 October 2025, establishing the basis for cost calculations for exporters and processors. Replacing PMK 30/2025 closes the previous regulatory gap that omitted fees on cocoa bean exports.
