DJP Limits Refunds to Protect 2025 Tax Revenue

The Directorate General of Taxes announced on 21 October 2025 in Jakarta that it will limit refund payouts. Director Bimo Wijayanto affirmed the commitment to timely refunds for eligible taxpayers.

DJP issued PER-16/PJ/2025, defining input tax that can be credited as excess payment and eligible for accelerated refunds. PER-7/PJ/2025 strengthens oversight of taxpayers operating from virtual offices and sets sampling procedures for high‑risk sectors. By September 2025, gross tax revenue reached IDR 1.6192 trillion, net revenue IDR 1.2953 trillion, with refunds amounting to about IDR 323.9 trillion.

These measures aim to curb the 2025 revenue decline by ensuring refunds go only to rightful claimants and reducing improper payouts.
