Purbaya Says 2025 Tax Target Won’t Use ‘Gangster’ Tactics

Finance Minister Purbaya Yudhi Sadewa told reporters in Jakarta on 24 October 2025 that the drive to meet the 2025 tax revenue target will not use repressive or ‘gangster‑style’ methods. He stressed that the Directorate General of Taxes will adopt a professional approach. The comment coincided with the release of revenue figures up to September 2025.

The DJP will employ micromanagement, a detailed management of untapped tax potential, and will use the upgraded Coretax system. A data‑driven approach aims to close leakage gaps and tighten oversight of large taxpayers. The strategy includes intensive monitoring across all regional tax offices.

Tax receipts reached Rp1.295 trillion by the end of September 2025, a 4.4 % decline from the same period last year, indicating a shortfall risk. By applying a more professional method, the government seeks to boost compliance without imposing harsh pressure on taxpayers. This is relevant for achieving the 2025 state budget outlook, which expects tax revenue to cover about 65 % of total spending.
