Purbaya Assigns General to Address PKP, SP2DK and Tax Complaints

Finance Minister Sri Mulyani Purbaya assigned a brigadier general to handle complaints about PKP registration, SP2DK documents, and tax‑customs issues. The appointment was announced on 27 October 2025 after the ministry received 28,390 messages via the “Lapor Pak Purbaya” channel. The officer will focus on 437 verified reports.
Out of the 28,390 messages, 14,025 have been verified, including 722 tax or customs complaints, and 437 of those will be acted upon (239 DJP issues, 198 DJBC issues). The Directorate General of Taxation plans to review the average effective tax rate (TER) scheme for PPh 21 at year‑end, while coretax system problems remain due to a contract with vendor LG that limits access until December. Additionally, small‑scale kretek producers in Madura reported taking more than a year to obtain an Excise Business Identification Number (NPPBKC).
The response aims to accelerate resolution of tax and customs grievances and to prepare for the new omnibus regulation PP 44/2025, which replaces three earlier rules. Reviewing the TER scheme and fixing system constraints are intended to improve taxpayer compliance and administrative efficiency. The measures will be monitored over the next two years as they are implemented.
