Bank Indonesia reported that 95 % of exporters complied with the requirement to place foreign‑exchange earnings from natural‑resource exports (DHE SDA) for one year, according to Senior Deputy Governor Destry Damayanti on 25 October 2025. The compliance means all received DHE SDA is deposited into a dedicated account as mandated by PP 8/2025. The 100 % placement rule applies to mining, plantation, forestry and fisheries sectors.

PP 8/2025 allows exporters to convert DHE SDA into rupiah, resulting in a foreign‑exchange‑to‑rupiah conversion rate of 78.2 %. This conversion expands the domestic supply of foreign currency but does not automatically increase foreign‑exchange reserves. President Prabowo Subianto has expressed dissatisfaction and ordered a review, while the central bank noted a sizable outflow of foreign capital over the past two months.

Bank Indonesia views the implementation of PP 8/2025 as having a positive impact, including tax incentives for compliant exporters. Exporters who fail to place DHE SDA may face suspension of export services by BI and the Financial Services Authority (OJK). The policy remains in force despite requiring BI intervention to manage liquidity.
