DPR Confident Cigar Tax Holds, 2026 Revenue Target Rises

The government has decided not to raise the tobacco excise duty (CHT) or the retail price (HJE) of cigarettes for the 2026 fiscal year. DPR Commission XI Chairman Mukhamad Misbakhun says the move will not reduce state revenue. He is confident that the customs and excise revenue target of Rp336 trillion can still be met.

Misbakhun argues that keeping rates unchanged will allow the tobacco industry to expand without the burden of higher costs. He suggests the government could offer other incentives, such as retail‑price relaxations and easier settlement of tax stamps, to strengthen the sector. Increased cigarette production, he says, would broaden the tax base.

The Rp336 trillion target for 2026 exceeds the 2025 goal of Rp301.59 trillion and the outlook of Rp310.35 trillion.
