Reference Coal Price for October 2025 Rises to US$109.74 per Ton

Indonesia's Ministry of Energy and Mineral Resources (ESDM) set the Reference Coal Price (HBA) for period II of October 2025 at US$109.74 per ton. The decision was announced on 15 October 2025 and will be effective for two weeks. This price is higher than the previous US$106.94 per ton.
The HBA serves as the basis for calculating coal price benchmarks and the non‑tax revenue levy (PNBP), as stipulated in Ministerial Decree No. 338.K/MB.01/MEM.B/2025. Because the price falls between US$70 and less than US$120 per ton, the applicable PNBP rate is 18 %.
The increase aims to maintain stability of coal prices in both domestic and global markets. An 18 % PNBP rate will raise government revenue from coal sales. The reference price also influences royalty and production fee calculations for mining companies.
