Purbaya Says APBN Won’t Fund Family Offices, Luhut Says It's Fine

Finance Minister Purbaya Yudhi Sadewa confirmed that the government will not use the State Budget (APBN) to finance the establishment of family offices in Indonesia. National Economic Council chair Luhut Binsar Pandjaitan responded that this is acceptable because funding must come from the investors themselves. The remarks were made at a press briefing on 17 October 2025.
Luhut explained that family‑office capital will be provided entirely by its owners, while the government will guarantee confidentiality and the safety of funds placed in Indonesia. He also mentioned a plan to create a special economic zone in Bali as a pilot to attract global investors. The zone is intended to meet standards comparable to established international financial jurisdictions.
The stance clarifies that public funds will not be used, providing fiscal certainty for family‑office formation and potentially boosting foreign investment inflows. A regional pilot before nationwide rollout aims to limit risk and build investor confidence. Final decisions on designating the special economic zone have not yet been announced.
