JAKARTA – Indonesia’s government has approved the exemption of Land and Building Acquisition Duty (BPHTB) and Building Permit Fee (PBG) for low‑income households (MBR) across all provinces, announced on 29 October 2025. The measure aims to accelerate access to decent housing for low‑income families.

The measure, launched in November 2024 under Housing Ministry Regulation No. 5/2025, is overseen by the Ministry of Home Affairs. So far, only 156 districts/cities have implemented the exemption despite its nationwide applicability.

The waiver reduces the cost of home ownership for low‑income families, and the Housing Ministry urges any remaining local governments to apply the policy promptly.
