Tobacco Factory Cluster Expands as Sumenep Nears Operation

The Directorate General of Customs and Excise (DJBC) announced on Thursday, 16 October 2025, that the tobacco factory cluster (APHT) in Sumenep, East Java, is ready to operate. Three APHTs are already operating in Kudus, Soppeng and Mataram.
The Kudus cluster hosts 16 cigarette companies, Sumenep 11, Soppeng 5, and Mataram 3. The government regulates APHTs through Minister of Finance Regulation No 22/2023, which defines a factory cluster as a concentration of factories to improve guidance, services, and supervision for small and medium enterprises. The regulation grants participating tobacco producers easier licensing, production of excise‑subject goods, and excise payment.
The activation of the Sumenep cluster enables local tobacco producers to supply the market more quickly while benefiting from the excise facilitation. Strengthening the APHT network is expected to improve production efficiency and regulatory oversight for small‑ and medium‑scale tobacco businesses.
