Sumatra DPRD visited Central Java to learn tax (PAP)

A delegation from the West Sumatra Regional House of Representatives traveled to Central Java to learn how the surface water tax (PAP) can boost local revenue. Deputy Chair Evi Yandri noted that cuts in central government transfers force regions to seek alternative income sources.

The trip focused on sharing information to enforce Governor Regulation No. 24 of 2011, which defines the calculation of PAP tariffs. Bapenda data shows PAP receipts have risen each year, reaching Rp17.05 billion in 2023, Rp18.99 billion in 2024, and Rp15.56 billion up to September 2025.

Central Java’s Secretary of Regional Administration, Sumarno, said PAP contributes 0.19 % of the province’s PAD, with PDAM, PT Indonesia Power and PT Pertamina accounting for more than 80 % of the revenue.
