South Korean President Plans Tax Incentives for Content Artists

South Korean President Lee Jae Myung announced a special tax incentive plan for artists and creative companies during a cabinet meeting on Tuesday, 14 October 2025 in Seoul. The measures target content creators, including webtoon artists, as well as the music, drama, film, food and beauty sectors.

Lee said the policy aims to sustain the global popularity of Korean cultural products and position the country as a hub of popular culture. His five‑year policy blueprint outlines larger tax cuts for content creators, regulatory easing and stronger safety nets for the creative industry.

Implementation could boost investment in the creative sector, raise artists’ earnings and enhance the cultural contribution to the national economy. The administration also proposes an 8.8% increase in the 2026 budget for culture, reaching KRW 9.6 trillion.
