Purbaya Forecasts 2025 Tax Ratio to Edge Up Slightly from 2024

Finance Minister Purbaya Yudhi Sadewa forecast that the 2025 tax ratio will stay around 10 % of GDP, close to the 10.08 % recorded in 2024. He made the remarks to the press at the Directorate General of Taxes headquarters in Jakarta on 15 October 2025.

The tax ratio measures tax revenue as a share of Gross Domestic Product. Purbaya said the fiscal measures implemented in the last two quarters, including incentives, are expected to boost economic growth but are unlikely to raise the ratio markedly. He added that the effect of the new policies may become visible in the fourth quarter of 2025.

Purbaya expects the 2026 tax ratio to increase by at least 0.5 percentage points thanks to ongoing budget efficiency efforts. This modest rise could strengthen state revenue without significantly raising the tax burden. He also noted a planned bonus for DJP and DJBC staff if the ratio reaches 12 %.
