Portugal Culture Minister Backs Cutting VAT on Art Works

Portugal’s Minister of Culture, Youth and Sports, Margarida Balseiro Lopes, voiced support for a proposal to lower VAT on artworks. She argues that a reduced rate would make art transactions more attractive and boost the competitiveness of Portugal’s art market.

The proposal, initially raised by gallery owner Vera Cortes, seeks to cut VAT from 23% to 6%. The government recently approved a decree aligning with a European Union directive that permits a 6% rate for used goods, artworks, collectibles and antiques, though implementation remains limited. Countries such as France and Germany have already reduced their art‑related VAT to 5.5% and 7% respectively.

While the measure still requires parliamentary review, the administration stresses its strong commitment to the gallery sector and artists.
