Deputy Finance Minister Thomas Djiwandono on Global Minimum Tax

Deputy Finance Minister Thomas Djiwandono met OECD Secretary‑General Mathias Cormann in a bilateral session held on the sidelines of the IMF‑World Bank Annual Meetings 2025 in Jakarta. The meeting took place on 21 October 2025.
The discussion centered on strategic cooperation, covering the global minimum tax and the G‑20 priorities under the United States 2026 presidency. Indonesia outlined its implementation of the global minimum tax through Regulation PMK 136/2024, which introduced a top‑up tax based on the income inclusion rule from 1 January 2025. The two sides also reviewed the initial drafting stage of the Indonesia‑OECD Economic Survey 2026.
Both officials highlighted that deeper engagement with the OECD could strengthen the foundation for inclusive economic growth and attract more foreign direct investment. Full OECD membership is expected to improve Indonesia’s investment climate and support ongoing economic policy reforms. Cormann plans a follow‑up visit to Jakarta in December 2025 to advance the joint agenda.
