Building Inclusive MSME Taxation Using QRIS Data Trail

Indonesia’s financial sector is undergoing rapid digital transformation, with the QR Code Indonesian Standard (QRIS) becoming the national payment tool. Beyond facilitating transactions, QRIS is poised to bridge the gap toward a fairer, more inclusive, and modern tax system for MSMEs.
A major hurdle for MSME taxation is the lack of reliable data and low administrative literacy, but QRIS captures real‑time turnover without manual bookkeeping. The government can introduce a phased tax scheme with a sunset clause, offering two years of tax exemption for education, followed by a light rate of 0.2‑0.3 % from the third to fifth year.
If ten million MSMEs adopt QRIS, tax revenues could reach up to IDR 10 trillion, while businesses gain easier access to credit, training, and formal certification.
