Indonesia's APBN Deficit Hits IDR 371.5 Trillion on 30 Sep 2025

JAKARTA – Indonesia’s State Budget (APBN) through 30 September 2025 recorded a deficit of IDR 371.5 trillion, equal to 1.65 % of Gross Domestic Product (GDP). The shortfall arose because total government spending exceeded state revenue during the period.
Finance Minister Purbaya Yudhi Sadewa said revenue amounted to IDR 1,863.3 trillion while spending reached IDR 2,234.8 trillion, creating the gap. Revenue realized only 65 % of the semester outlook, pressured by lower global commodity prices that reduced tax receipts from oil‑gas, coal and palm oil, with overall tax revenue contracting 4.4 %. However, taxes from the processing industry and services added positively to the total.
The deficit is below the full‑year projection of 2.78 % of GDP, and the primary balance remains a modest surplus of IDR 18 trillion, indicating ongoing fiscal consolidation. Purbaya concluded that the budget remains adaptable, balancing economic recovery support with medium‑term fiscal sustainability.
