Finance Minister Purbaya: No BPN, Tax & Customs Stay in Treasury

Finance Minister Purbaya Yudhi Sadewa told reporters at the APBN Kita press conference on Tuesday, 14 October 2025, that the government will not establish a State Revenue Agency (BPN) for the time being. The decision comes despite BPN being a political promise of President Prabowo Subianto.
Tax and customs collection will remain under the Ministry of Finance, managed by the Directorate General of Taxation (DJP) and the Directorate General of Customs and Excise (DJBC). Purbaya aims for the tax ratio to rise by 0.5 percentage points each year, supported by an estimated additional revenue of about Rp110 trillion. He also pledged to improve discipline among DJP and DJBC staff.
By relying on DJP and DJBC, the government expects revenue performance to become more effective and efficient without creating a new agency. The gradual tax‑ratio increase is intended to move toward the 23% of GDP target set in the 2025 Government Work Plan. The policy underscores a focus on internal reform rather than establishing a new institution.
